dc.description.abstractThe fifth chapter of the S3OK framework examines the social and scientific challenges encountered by the Socially Sustainable Solutions for Water, Land Use, and Infrastructure Resilience in Oklahoma (S3OK) project as it addresses wicked problems shaped by climate variability, water and land-use pressures, and aging infrastructure systems. It situates these challenges within a rapidly shifting environmental risk landscape in which historical assumptions about “average” conditions no longer hold, complicating planning for drought, flooding, and infrastructure stress. The chapter highlights how evolving hazards intersect with social and political dynamics, including competing stakeholder priorities, institutional fragmentation, and polarized narratives around environmental risk. This chapter further details barriers to bridging scientific research and societal needs, emphasizing challenges related to risk communication, trust in institutions and expertise, and tensions between technical recommendations and local economic and cultural realities. Despite these divides, the chapter identifies domains of agreement that enable convergence on socially sustainable solutions, including shared commitments to infrastructure reliability, data-informed decision-making, adaptive planning, and cost-effective risk management. Together, these insights demonstrate how interdisciplinary collaboration and cross-sector engagement can create durable pathways to align science, policy, and community priorities amid accelerating environmental change.
