Abstract

The fourth chapter of the S3OK Framework details the engagement strategy, organizational structure, and iterative processes used to operationalize the Socially Sustainable Solutions for Water, Land Use, and Infrastructure Resilience in Oklahoma (S3OK) project, demonstrating how the initiative bridges research and practice through sustained cross-sector collaboration. This chapter documents how early, targeted engagement catalyzed durable partnerships with utilities, water managers, and private industry partners on produced-water treatment, grid performance, and statewide water-planning efforts. S3OK’s project structure centered three interconnected stakeholder groups—the Extended Peer Science Advisory Network (EPSAN), the Opinion Leader Advisory Network (OLAN), and the Oklahoma Meso-Scale Integrated Socio-Geographic Network (M-SISNet)—to integrate scientific expertise, practitioner insight, and public values. The engagement process combined recurring touchpoints (research retreats, state conferences, and academies) with adaptive formats (Deep Dives and Working Groups) to deepen collaboration and converge on three areas of agreement: hybrid treatment and reuse of stormwater and municipal wastewater, produced water reuse for oilfield and agricultural applications, and natural hazards and utility resilience. This chapter also describes a solutions-refinement process that integrates stakeholder scoring of feasibility, cost, urgency, and social acceptability with qualitative synthesis, thereby enabling the prioritization of scalable, near-term actions. Together, these structures and processes offer a transferable model for co-producing actionable, socially grounded solutions to complex socio-environmental challenges.
